I would say get a subaru. Subaru's are all wheel drive which is the best when driving in the snow also the subaru impreza for example is a 4 cyl which means they are good on gas. You also dont have to worry about having any reliability issues because they are good cars

most front wheel drive cars are easier to drive in the snow than a rear wheel drive car.

the next step is a all wheel drive or a part time four wheel drive.

The Vibe and Matrix brought back the AWD option for the 2009 MY.  On the Vibe AWD, you get Stabilitrak included for under 20k.  You can also find AWD models from 2003-2005 or 2006, but they're hard to find.
