what type of wall could this be? like the exact name if you can.

how much do you think it would be for a real small bathroom?

That shape of tile laid in that direction is called "Subway tiles" and you should be able to get them at any tile place and Home Depot, etc.

It's just a kinda plain tiled wall, looks like about 1/2 way up.

Cost would depend on price of tiles you pick out, how big an area you want tiled and who does it or if you do it yourself.
