All of the Toy dogs stay small.  Many other breeds don't grow very large, either.  It depends upon how small you want.

If you look on the American Kennel Club Association website there are many different catagories of dogs, you have toy breeds which are small dogs, terriers, hunting dogs, show dogs, etc.  Terriers and toy breeds are the two groups that carry the largest amount of small dogs but in the "no sport" group there are also a few that are simply lap dogs.  (meaning, they are about the size of a terrier and are not meant for hunting, or any other form if "work").  I hope this helps answer your question!
