  1. While laser started as a single model it expanded to several options.  Initially it was like a beginners boat, so I believe the company felt they had to grow with their customers.  This page  describes the various models and provides links to other Laser websites.

One design is significant in international racing.  It means the design will be standard in any country.  That allows the crew to be tested as opposed to the boat.  The America's Cup by contrast allows for a variation in designs as long as an accumulation of it's characteristics fall within a specific formula.

  2. There haven't been too many, actually. In order for it to keep its "one design" status, there are strict limitations on things like sail size, rudder and daggerboard chord, and construction. There have been allowances made for some of the sail controls - most people sail with an advanced outhaul and cunningham. The most significant change was probably the introduction of the Laser Radial, which is essentially the same hull as a laser with a shortened rig. It tends to be a one-design women's class.
