  1. That is simply a designator for the family of logic (TTL) that Texas Instruments assigned in the mid 1960s.  Other manufacturers ended up using the same numbering system.  The only other TTL logic numbers that do not start with 74, are the 9300 series by Fairchild.

    Other logic families (DTL, RTL, etc.) of the time were assigned different series (8000, 9000, some letter series).  ECL logic was assigned numbers starting with 10,000 and 100,000.

    The 76 stands for the 76th device using that 7400 series of logic, which happens to be a dual flip-flop.

    Other advancements to the 'standard' TTL logic family were given letter designators after the 74.  74H, 74L, 74F, 74LS, 74ACT, etc. etc.
