all I know is that it was made then taken away then brought back in the 1800's thats all I know

    The first Federal income tax was imposed (under Article I, section 8, clause 1 of the U.S. Constitution) during the Civil War, then again in the 1890s, and again after the Sixteenth Amendment was ratified in 1913.


  2. Booman is correct that the income tax became permanent in 1913 and I guess that would have been during the administration of Woodrow Wilson?  (Not sure about the President, but I know it was 1913;  you can probably easily do a goggle search and find out who was President that year.)
