What universities are looking for Hispanic students?

i have heard of people receiving full scholarships in certain universities based their hispanic background

is this true? and what states are looking for hispanics?

honestly, i don't think universities should give out scholarships based on your ethnicity.  you should be given scholarships based on your abilities, academic or athletic.
