What university/college will accept a student for post-grad studies with a 60% average?

I am a new university graduate who would like to further my education by doing either a Master's or post-graduate diploma program in International Development. I am a very good student but had some personal problems in my last year, and they affected my studies, so I ended with a 60% average. I am a Canadian, but am willing to save up and travel anywhere to pursue my studies. Any suggestions would be appreciated.

A masters or post-grad with those grades?  Not to many at all.

I have a friend who had a low GPA score as well, he decided to go to England to study international marketing...I think he's studying at the univeristy of sunderland...its near newcastle in england...i think it would accept your score, there's another school called hull too !
