you will need to check with the UK embassy if you want to join her in the UK but yes you need Home Office approval.  you and she can claim a EEA/Non-EEA status visa if you marry - it's the law that any European working in the UK can have their spouse living with them in the UK, it costs nothing (unlike fiance visa's etc) and you will be able to work in the UK so long as you are married to her.  She applies for the EEA and you apply for the non EEA.  A solicitor can walk you through the forms but it's very simple.
