What was General Scott's plan for the first year of war? Wasn't it, he decided to go slow, and build his army. Because none of them were well trained?

  1. Your first respondant had the right of it.  It was the so-called Annaconda plan, which would squeeze the life out of the Confederacy by interdicting its trade and supply lines.  Interestingly enough, that was also essentially the plan that Grant and Sherman used to win the war.

The Union naval blockade did pretty much shut down overseas trade.  The Union campaign to secure the Missippi River divided the south and sealed off its riverine transport.  The seizures of its ports further clamped down its capacity to even build and sail blockade runners, and Sherman's March to the Sea further divided the South and eventually closed Savannah.

It so closely resembled Scott's initial plan that he deserves some long overdue credit really.  He was too old to implement it himself but his successors certainly followed much of his playbook.

  2. Scott's plan was to blockade the East coast and Gulf coast of the Confederacy, and then take control of the Mississippi River.

    Look up the Anaconda Plan.
