Before the Greeks there were two HUGE empires. The first was the Egyptian, and the second was the Persian. The rest were small compared to these two.

Everybody seems to forget the Babylonian Empire, which didn't last for very long, but completely dominated the same general area as the Persian empire before Persia and Media sacked Babylon on 607 BC.

Minoan, Egypt, China, Hittite, Babalonian, Summerian, India,  Phoenician and more.  Before the Hellenistic Age, you're looking at about two thousand five hundred years of developing civilizations.  Lots of city states took shots at becoming Superpowers for their time and place.  Lots succeeded.
