  1. up until the current Queen inherited the crown (1952), when anyone said Queen Elizabeth or Elizabeth's reign, they meant Elizabeth I.  

    She signed her name Elizabeth R (for Regina, or Queen) at the time.

    The first of a name usually doesn't use the numbers, since no one knows if or when there might be another.  Think of Jr & Sr; a man is given a unique name when he is born, but he may decide to give his son the exact same name when the time comes.  Until that son is born, there is no Senior or Junior.

  4. Sue, Queen Elizabeth II is not Queen of England, she is Queen of the United Kingdom (of Great Britain and Northern Ireland) as well as Queen of Canada, Australia, New Zealand, etc... But not Queen of England.

    To answer the asker's question:

    Well, if you do indeed mean the woman now known as Queen Elizabeth I then she was known as Queen Elizabeth in her time. Monarchs of a name only used once are usually not enumerated (numbered) until someone of the same name later becomes a monarch.

    Hence, Queen Anne is not known as Queen Anne I but if, for example, Anne, Princess Royal, became queen and decided to reign as Anne then the first Queen Anne would be Anne I and the new Queen Anne would be Anne II.

    In some monarchies though all are enumerated, for instance in Austria, which had Francis I, Ferdinand I, Francis Joseph I and Charles I... Actually, *imperial* Austria never had an emperor who used the name of a predecessor in the Austrian Empire.
