  1. means "after me come the floods"

He was hated by the French people and his reign seeded the resentment towards the monarchy that eventually led to the French Revolution

    perhaps 1?

  2. 'Apres moi la deluge?'

It means "After me, the flood." Exactly what he meant by it is not entirely clear to me. But probably 3. He was a bit of a megalomaniac, he also, famously, said "L'etat c'est moi," so he probably implied decline after his rule rather than mediocrity.

I'm afraid I don't know the specific context though, it could be B. Why don't you look it up!

  3. The second choice.

He was like too s**y for his clothes.
