What was the city doing?

OK, so i woke up today to my dog barking and a hammer sound. I looked out the window and some city guys were outside digging a tiny hole in my driveway with a stick thing and a hammer. Then they spraypainted a circle around it and left. I was wondering what were they doing?

You have to call and ask them. You could be asking about any city in the world that has access to Yahoo.

Move away from the computer, pick up a telephone book, look up the appropriate city dept. then pick up a telephone and push the appropriate buttons on said telephone. Wait for a few seconds and follow the prompts. Wait for a voice with a heartbeat and ask your question. Wait for a response.
