  1. I believe your questioning what failed with the Geneva Accords of 1954. That being the case, there is a long list of things that went wrong.

    Generally speaking, the United Nations tried to implements the solution for the Korean War as the solution to the aftermath of the French-Indochina without taking into account very significant differences between the two conflicts. One of the significant differences was the French-Indochina War had been a conflict over colonialism, while the Korean War was a fight between democracy and communism. Other issues would add more reason to the failure of the Geneva Accords.

    Republic of Vietnam (a.k.a. South Vietnam) President Diem and the United States refused to recognize the Geneva Accords. There was fear of rapid spread of communism in Southeast Asia if all of Vietnam was ruled under communism. Neither the U.S. nor the Republic of Vietnam signed the accords, which was the excuse to ignore the accords.  

    Long story short - the United Nations didn’t have the power to enforce their agreements. What was true then is still true with the UN today.
