What was the goal of the policies that (a) the IMF and (b) World Bank adopted toward Zaire?

to improve the economic (agricultural), political structure( prevent dictatorship, military control) of the country..? and if they did introduce the SAPs ( as they have done in most african countries) then I would say they AIMED to achieve some kind of grass root development, by imrpoving the living standards of the local people.

But it could be also argued that the goal of their policies was to accumulate something that would be beneficial only for the western world..like exporting goods, agricultural products in cheaper rate, making the 3rd world countries more dependent on them, which in turn makes these countries more vulnerable ...
