The Mesopotamians had to find ways to survive the flooding of the Tigris and the Euphrates Rivers, so they built canals, developed irrigation systems, and developed an agriculture. Since Mesopotamia was so fertile and there was so much of a surplus of food, some members of that society were able to engage in other activities besides just farming, and this helped pave the way to civilization. Similar developments occurred in China in the Yellow River basin and in Egypt around the Nile.

Agriculture allowed more people to live closer together. And larger populations required more regulation, administration.

Cities couldn't exist without the ability to grow food rather than "gather" it or hunt it.
