What was the name of this Cartoon?

cartoon story i think in paris about a golden statue of a prince. the staue feels empathy for the poor and sick. it befriends a sparrow (or possibly a pigeon) and convinces the bird to forgo flying to a warmer climate in order do deliver the pieces of gold and jewels he is made of to the poor & needy. The bird reluctantly agrees. Once all of the gold and jewels has been stripped from him and delivered, the bird is free to fly away. But the cold weather has come and the bird is exhausted, falling to the feet of the now decrepit statue and dying. I think this film came out in the 70's or 80's (I'm 30) Does anybody remember this? If so, do you know what it was called? I was taking a bike ride and it popped in my head, can't find it referenced on the net with key words. Think it was on HBO. My girlfriend thinks I dreamed it. Driving me NUTS!"
