Actually I think I read somewhere they wanted to improve the morals of people.  Stuff like "Patience is a Virtue", and Angels watching over children.  Religious themes and stuff.

there was no purpose--they put purpose aside for that period and concentrated on rabbits--fluffy bunnies. soft, fluffy bunnies.

One word that comes to mind is REALISM, but I can't believe you're trying to find one actual purpose for art in a certain period.
