What was the stone masonary pier part of, located up river from the Glendon Dam in Lehigh river in Penna.?

It has steel cables strung accross to each shore. But you don't see any anchoring points. The north side has a very high bank ,the south railroad tracks. Have fished in that area and was aways wondering about it

    "Glendon Dam, or Dam 8, is known as the “Chain Dam” because originally a chain operated ferry was used to transport canal boats between the north and south banks of the river. Later, a mule bridge and causeway replaced this system. The original stone and wood crib dam was washed away and was replaced by the concrete dam that exists today. The dam height is 16 feet.

    Today, the lock next to Glendon Dam is the beginning of the canal boat ride. It was formerly used as a coal washing area and a dock for boats. The lock tenders house is still occupied and open for tours during specified hours. "
