What was the u.k. August bank holiday for? ?

Everyone indulged, no one seems to know why it is a holiday ?

it is not a UK wide Holiday, Scotland has theirs in September instead

So that people who work or dont can get an extra holiday of resting. But, there was a bit of problem- shops were still opened at the bank holiday.
