What was this kids book called?

Question

I remember this really fun kids book.

It talked about how everyone carries around a magic bucket that represents their happiness, and there are Bucket Fillers who give compliments and stuff and fill up the other persons bucket,

but since it's magic, it fills up their own, too.

There are also Bucket Dippers, who are mean and use ladles to steal from other peoples buckets, but once again, since it's magic, it empties their own buckets.

Does anybody know the name of this story?
