An engagement doesn't require any sort of paperwork.  A marriage requires a marriage license and a licensed officiant.

Nothing. Engagement is a social construction, not a legal one. Technically, you do not have to be engaged to get married. One person asks, the other person accepts or declines - no paperwork necessary. It is traditional to offer a ring, but again not required.
