  1. Ok, a couple of things here need to be checked, since you said you "reset the router after the power went out".  You need to make sure your host PC is on the 192.168.1.x network ( ipconfig from a command prompt window to confirm). Your PC MUST be on the same subnet as the router. IF your PC was getting it's IP address from the router, you will have to set your PC to use a STATIC IP address of something in the 192.168.1.2 - 192.168.1.254 address range. Once you do that and confirm with another ipconfig command, you should be able to ping 192.168.1.1. If not, unplug the router power brick, hold in the reset button and power the router back up, but hold the reset button in for at least 30 seconds. This will reset it to factory defaults. Then if the PC is at an address in the 192.168.1.x subnet, you should be able to open a browser connection back to the router and continue its configuration.

  2. It depends on what kind of router it is. It isn't really a "website" per say that you're going to, it's just port 80 open on the router that you access. So what you need to do is find out the IP address of the router and type that into your URL bar.

  3. Start/run and type cmd. In the new window type ipconfig/all .Look what the default gateway is and type that address in your browsers window to access the router
