There are "free" sites on the internet, but they are very inaccurate, and usually are just a teaser to get you to subscribe, or pay a fee, for information you can gain by going in person to the court clerk of the jurisdiction you are interested in.  Best bet is use the court clerk.

If you want someone's rap sheet or mug shot, you have to pay. Unless you work in law enforcement.
