The Roman Emperor Diocleatian (dunno if I spelled it correctly) was the emperor who decided to have the roman empire split...as he felt the Empire was simply too big to be governed by one regime properly (I think this was a wise call) as the Western roman emipire collapsed many years earlier than they Byzantine Empire(Eastern Roman Empire).

    In more detail although Diocletian first decided to have roman empire under two emperors it was still preiodically unified under on empire until the death of Constantine the 1st did the Roman empire permanently be divided into two empires

    I do not believe there were any specific differences...except that the Eastern Roman Empire was in better shape endured less rebellions and there was not so much p****y going on in that region...the western empire was basically a shadow of its former glory (its capital was moved from Rome to modern day Milan)
