What were some of Manmohan Singh’s economic initiatives?

After the UPA government took over in the year 2004, to channel money in to potentially highly desirable areas several initiatives were taken. They are Rural infrastructure (Bharat Nirman), employment (National Rural employment guarantee act), education (Sarva Shiksha Abhiyan), rural health (National rural health mission), and urban infrastructure (JNNURM). Funds for these initiatives have been allocated in the budget by raising taxes and innovative tax instruments like education cess. Unfortunately,   at the end of 4 years there are few states who have taken full advantage of above initiative.
