The list of names of the other criminals, the government and government-related criminals, will be available eventually.  It will probably take a good half-century to get the truth out, but it will come out eventually.  I bet you have a due date for your homework, so you might just add a notation to the list "names of government participants to follow when known."  That should cover you.

Are you looking for the names of those found guilty by a court, or those simply accused but yet to stand trial. There is a big difference.

I think only one person has been found guilty.
