What will be the Burj Dubai's Uses. It is already the tallest structure in the world. (Past Taipei 101)?

Fans of New York's planned Freedom Tower are denying the fact that Burj Dubai is already 1.5x the planned height of the freedom tower. They are arguing that Burj Dubai won't have any uses, so it won't be a skyscraper. Just a structure. It is already the tallest structure in the world. The reason they have not counted it ias the tallest is because it isn't finished yet. What will be the Uses?
