Remember what happens in chromatography - you separate the mixture into components due to polarity differences of the constituents, the polarity of the solvent (mobile phase), and the polarity of the stationary phase.  There has to be a polarity difference between solvent and stationary phase; if the polarity is too close, can the solvent establish an equilibrium between the two phases (stationary and mobile)?  Think this over and you have the answer to b.

    Too much sample will overdose the stationary phase - ask yourself how this effects the equilibrium you are trying to establish between stationary and mobile phase - herein lies the answer.

    You want the solvent to carry the mix up the plate via migration, too much solvent will likely cause the mix to dissolve into the solvent pool.

    Once the solvent has reached the top, what sort of secondary equilibrium events will happen?  Will the separated components come together?  Think this over and you have this answer.

    I do not do your homework; I will point out what is likely so you will understand and figure it out yourself.  Chromatography is so helpful that you really need to understand it as it will be used over and over again.
