  2. Depends on where the complaint was filed. But typically its called a default where the well pleaded allegations of the complaint are taken as true, and then the appropriate remedy is usually granted.

  4. The EEOC is not a judiciary body.  If the defendant does not answer, they decide how to proceed with the evidence they have.  They can either file a lawsuit anyway or wait and see if there are more complaints against the employer.
