you see your best friend at work take some money that does not belong to him.

Firstly, realize this is not the good and trustworthy person you believed him to be, and seriously re-evaluate your relationship. Then, I would admonish him that this is not behavior that you condone, and that you think less of him for having done so.  It will then be for you to decide if it would be prudent to report him to the workplace.  My concern might be that, if he is so dishonest as you have found him to be, that he may implicate you if you turn him in, and it will be worse for you, and he will have suffered and learned nothing at all.

I'd demand 2/3 of the cash or threaten to turn my friend in.

Then after I got the money, I'd turn them in anyway. It's the right thing to do
