probably just under 4 seconds. it takes him a bit to get moving at full speed.

They discussed this on Sportscenter. They figured about 4.2.

Bolt would not go under 4.0 seconds.  In fact he's probably about 4.15 - 4.20 (great, but not tons better than his competition).  

His top-end speed is the best the world has ever seen.  Watch his 9.69 from Beijing he doesn't break away until the last 50 meters... his best events are by far the 200m or 400m.

This is assuming FAT timing of course.  Delay from a hand-timed 40y dash could put him under 4 seconds.
