  1. Neither.  A 4-year degree in either marketing or advertising is worthless.  To really succeed in marketing you'll need an MBA; if you have an MBA your 4-year major does not matter.

    If you go to work for and ad agency, you'll learn everything in your first six months that you would have in school.

    If you like film and are good, major in that.  If you are interested in advertising and marketing, take some classes.  But get a good university, broad education.  Bring something to your career that others don't have; build yourself a unique portfolio.  You can major in English or journalism to make yourself a better writer.  Cultural sciences to deepen your understanding of people.  Something that makes you valuable to the companies you will work for.

  3. It would be very hard to answer your question without knowing more about you, your interests, and your ultimate goal regarding how you wish to use your education. It is a pretty subjective choice, dictated by not only your tastes and skills, but also about the school you wish to choose.

    But here are some ideas, based upon the three choices you mention:

    1) marketing and advertising. This would be great for a position in a corporation or an advertising agency. They are allied subjects, and would lead to similar courses in both majors. Advertising is already a subdivision, a sub-emphasis  of many marketing majors.

    2) advertising and public relations. These majors would indicate you are interested more in the media than in marketing. Advertising covers both products and services, through the media through creation and buying of advertising time or space in the media; public relations deals more with seeking publicity and free media coverage through news stories, charitable work in the community, and publicity within a corporation through its newsletters, videos and social interaction.

    3) advertising and film/video are of course allied subjects. It indicates you are interested in a position in television advertising, in writing and filming television commercials (today it might also include new media such as the internet. A film/video major would be more connected today with programs rather than advertisements.) There would be less of an interest in marketing and sales of a product than in advertising it.  More interest in show business and television or film industry.

    Be aware that film/video tends to be a full-time course with lots of practicum (hands-on use and selection of equipment and producing shows (or ads). How you find time for writing courses in advertising class as well is dependent on how good you are in multi-tasking and juggling schedules for classes that may be held at the same time in different parts of a large campus.
