ok,dont get a d**n civic or corolla.If you do then go join the g*y parade.Anyway,Porsche 944 is under 10K over 300kmh and 0-60 in 5 sec.Audi should be your second choice (audi a4 especially) and 3rd would be the 1999-2004 bmw 3 series....but might be over 10K

a Golf TDI or something would get good diesel mileage.

Either way you'd be better off with a Honda.

First time drivers usually have much higher rates than others. And it depends from car. VW, Mercedes-Benz and Audi are also expensive to insure.
