Question:

What would be a good photo editor under $90 US dollars?

I'm looking for a photo editor that will add effects (ie.water, fire...), allow me to select and move objects, and change colors. Are there any good editors under this price or for free?

  1. Well You can get photoshop elements for 99.99 at bestbuy(sorry 9 dollars over)

    Its pretty much the cheapest photoshop there is...but its still works great you can do all the things u stated and more

    You can also use gimp.org and google's picassa there like a waterdown version of photoshop elements. Try those out first and see if you can do all that you want to do with them and if you can save your 99.99 and if you cant spend it

    its a free opensource (legal) download.

    its almost identical to photoshop, i'm told.

    you can get extra brushes somehow...
