As a Dubliner myself I would say during June to August is probably best as this is holiday season and most attractions will be open and functioning best.

Weather wise, this is probably best too but to be honest, weather is completely unpredictable here so you could easily get every season in a few hours or, most likely, constant drizzle (one of the many words for types of rain that you'll have to be fully acquainted with) for the whole summer.  So just bring rain gear and accept it.  :o)
