Probably at the beach is better because, at a country resturant you and your boyfriend/girlfriend wouldn't be able to get that much privacy! The beach is more nice, relaxing, and cheaper! If you go to a resturant you might not like your waiter, food, or you might not like where you're seated! So i recommend the beach!
