  1. Sure. This is called 'Headline Inflation', and differs from 'core inflation' in that energy and food prices are equated.

  2. That would be an incredibly difficult calculation. The construction of CPI has changed several times since then, and you'd have to go back to reconstruct it without all of those changes.The data to do so might not even be available.
