What would be some good corrective action for a SPC soldier?

i am a SPC Team leader and have a spc team member who continues to mess up i just took over on another team and have already given him 2 negative counselings. he has been warned about being late but continues to do it, this morning there was a ruck march ( i was not present cause i do shift work cause were mps) but the squad leader checked the rucks and found that he had nothing but a camel back in it when everyone was to have at least 35lbs. the only corrective trainning i can think of is to have him write an rbi and or wear a 35 lb ruck when on platoon duty or training which is mostly only on thursdays what are some other good ideas that i can consider?

I would be asking my superiors for guidance....not people on here....most would welcome being seen as a mentor

Make him carry a 35 lb ruck every day for one week. And inspect his ruck every few hours....

Extra duty, when he is late have him owe you a 1/2 hour for every minute late.
