  1. Leaning Tower of Pisa because then you could say "Oh ya I meant for it to be like that." and people come from all over the world to see it. (if you count that as a building)

  2. The best building? House or commercial building?

The best, IMHO, would be one that is underground....this way, you could avoid any "above ground" calamities such as tornado, hurricanes, hail damage, wind, brush fires......but, this would be considered "unconventional construction" and you would have a hard time financing the building.

So, the next best bet would probably be a metal building, metal framework and metal roof on a slab.  You could brick that facade to make it more presentable but you wouldn't have to.

After that, brick with metal or wood framework.

Next would be brick/masonry veneer  - which is wood framing with an insulation board and then brick on the outside.

Next would be frame class - wood frame with wood or hardiboard or vinyl/aluminum siding.

Good luck and I hope this helps you decide!

  3. Do you mean, to get the lowest insurance premium?  I would suggest building a brick/masonry house with a hail resistant composition shingle roof.  Obtain a monitored burglar alarm system.  Build in an area with a high protection class (not in the country).  Hope this answers your question!
