I am starting a small business selling horse cookies and I want to know the best way to have a website for people to order them off of that is easy to set-up and use. I have one in Publisher 2007 that I was going to use but I don't know how to have people order off it? What should I do?

You need to add a Merchant Account to your website. Most host sites come with a checkout and Merchant Account for free.

You should set up an account at https://www.paypal.com/ From there you can add a Paypal "buy it now link" and your customers can use their credit cards through there.

Fair warning though, Paypal is very easy to use, and their merchant tax is quite low but they can freeze your assets at any time. Although it's unlikely, anytime they feel your doing something against the rules they can freeze all the money in your Paypal account, and even go into your checking account if they see fitting, and they will "investigate" which can take time and halt your business.

You need a few key things to do it (i.e. a backend payment system such as paypal, world pay and etc, and also a shopping cart)

If you want to go one step further, you might also want to have an autoresponder to capture your readers and sell them at later stage when there are promotion for your cookies.
