in my opinion:

get it inpected first.

all are just as important as the other:

electrical - up to code

plumbing - up to code

structure - sound - no water, termite, shifting damage

roof - not leaking, gutters working and water leads away

from the foundation and not pooling near the house.

Below are all secondary to the above

Bathroom

Kitchen

all other rooms are not necessary.

I think it's not an issue of what should be done to the house in general. Really, if you are satisfied with all parts of the house then there is no need to improve on anything. But if it needs paint, then paint. If you don't like the countertops, rip them up. Have everything thoroughly inspected to make sure you aren't going to have to replace anything major, then have fun. Add your own touch. :.)

Depends on the condition of the house and the budget.  Anything that needs to be done to make the house livable and safe comes first.  The easiest to do, and cheapest, is paint.  Bathroom updates would be next, and then kitchen as far as expences.
