What would be the ultimate condition of public safety?

Why disarm and lock up EVERYBODY? Is that a police state? And who will the work outside of the home or in the offices? No state could not possibly think of this scenario, because it is a very insane idea to start with, and counterproductive. Even Hitler in his prime never thought of this scheme, although he maximized the repetitive use of lies so that they become "truth", prima facie, that is if the people are not thinking and all gullible. And what do you think constitute public safety in the first place? Is that freedom from muggers, kidnappers, or terrorists?
