  1. Nothing bad will happen; in fact it's a good idea to purge your system restore occasionally, *but only when you are sure that your system is in tip-top shape*. This clears a significant amount of disk space. All you have to do is turn it off, restart your computer, and turn system restore back on.

  2. Nothing. However if by random chance your computer screws up and you need to restore it to a previous point you can't because you deleted all of them.
