  1. If ozone increased or decreased where?  You see, ozone is a pollutant at ground level and it serves a distinct advantage in the stratosphere.

Ozone is produced at ground level in photochemical smog.  Smog is a result of burning hydrocarbons for transportation and electrical energy production.  Ozone is an irritant to the nose and lungs and breaks down rubber products.  Obviously, an increase in ground level ozone is a bad thing.

In the stratosphere its another story.  Check out this graph:

    http://en.wikipedia.org/wiki/Image:Ozone...

As you can see from the graph and read in the accompanying caption, atmospheric ozone helps block the most harmful wavelengths of UV light.

Decreasing the amount of ozone might allow deadly UV-C rays to reach the surface along with more of the damaging UV-B rays.  An increase in ozone would also have a bad effect, since it would decrease the UV-A rays needed by plants and animals.  Vitamin D is an extremely important to our good health.  It is not stored in the body.  It is produced when skin is exposed to UV light.  Remove the UV light and vitamin D production is decreased.  In fact most people don't have enough vitamin D.  Luckily some people (who have access and can afford it) can get it in a pill.
