What would happen to you if you are caught driving without a license in Maryland?

I went to my country last year and got my international license and I got my learner's permit also here with it. I was driving and didn't signal before turning and I was pulled over.

The police asked me for "license and registration". I gave the international license to him but forgot to give him the learners permit. I go two citations and now have to go to court. I am 20. He put on the citation that I was "without a lincense".

What do you think the international license is for?

What do you think will happen in court?

My mother was in the car with me and also had an international license.

    Applicants presenting foreign issued identity documents who are  applying for their initial Maryland Learner's Permit, Driver's License, or Identification Card must schedule an appointment by calling 1-866-691-2778.

    Appointments will be scheduled Monday through Friday at one of the following ten regional MVA offices and if not then you should be okay if you are just visiting but you will still have to pay for the signaling ticket..
