What type of technical requirements would be required in order for any advanced life living in M31 to receive the message?

  3. Most messages sent into space use binary coding as this is the most basic of communicaton systems.

    They also contain  basic information on how to decode the signals.

    The main issue is the signal itself, most are sent using a frequency called the hydrogen line - this is the frequency of natural hydrogen 1420mhz and is regarded as the most likely frequency for interstellar communication, it is apparently a naturally quiet frequency and any signals normally picked up are random.

    Simply transmitting on this frequency will make your presence obvious as the random noises suddenly have a pattern, it is a repeatable pattern that is important, the moment you get that and can replicate it you can then investigate if its natural or made by intelligent life.

    In effect all they need to pick our signals up is a good radio telescope.
