What would motivate a customer to sign up for a preferred customer card?

I'm talking about the cards that get you coupons, catalogues and discounts, not credit cards. What things could be said to influence someone to sign up for these cards?

We do for the very reason you mentioned. Coupons/money off. At the grocery store we shop at we save on purchasing gas from them. It's not a huge amount but it is generally cheaper then anywhere else.
