Yes, the USA would just voice its condemnation of China, and then do nothing more. Finally the USA government realises that there is no use in threatening China or Russia, because that may start a war - and we all know who would win (and it wouldn't be the USA).

Well they would check if they legitamently did things by the book like declaring war and saying what reasons for and why(ie. land) then if they did everything right they could interviene and try and stop it or if they didn't do it by the book then the UN gets pissed
